Contrary to popular belief, the Black Market isn't merely a chaotic collection of people selling illegal items or a haven for unlawful activities. It is, in reality, a vast and highly secretive organization with a meticulously structured hierarchy and far-reaching influence that spans not just the Clans but the entire Realm, with influence that can reach even the most isolated of places and the most secretive of groups.

Structure and Leadership

At the top of the Black Market is the ruling council known as the Nine Heads of the Serpent. These nine individuals each oversee a major aspect of the organization, including:

 

  • Illegal Goods: They trade and smuggle contraband items and other things.

  • Assassinations: They are in charge of targeted killings or assaults.

  • Kidnapping: They are responsible for abducting for ransom, or some other reason.

  • Narcotics: Production and distribution of illicit drugs.

  • Trafficking: Enslavement and sale of individuals.

  • Information Brokerage: Gathering and selling intelligence.

  • Weaponry: The creation and sale of illegal arms.

  • Order: They oversee the order within and outside the Black Market, keeping everyone in check and in line with the Black Market.

  • Overseer: They are the controller and overseer of the entire Black Market.


Each head is shrouded in mystery, with their true identities and appearances concealed even from the nobles and high-ranking members within the organization. They are known only by their code names and their reputations alone are enough to command absolute obedience and fear within the ranks.

 

Operations and Influence

The Black Market operates with precision and an intricate network that spans all the major clans and cities within Shinseina. their reach is hidden from the general public but always there, from the highest of positions to the lowest. This widespread presence is facilitated through a series of interconnected cells and operatives, each sworn to secrecy and bound by unbreakable oaths of loyalty.

Key Elements of Operations

Cells and Operatives: The organization is divided into cells, each with its own operatives who handle local operations and report to a central coordinator. This compartmentalized structure ensures that even if one cell is compromised, the rest of the network remains intact.

Secretive Communications: Communication within the Black Market is conducted through encrypted messages and dead drops. Specially trained messengers and informants use coded languages and signals to relay information, ensuring that no single message can be easily intercepted or understood.

Underground Markets: While there isn't a single physical location known as the Black Market, there are numerous moving marketplaces and safe houses scattered throughout the cities and hidden in the land. These hidden hubs are where transactions take place, often disguised as legitimate businesses or hidden with magic in special locations.

Power and Relations with Nobles

The Nine Heads of the Serpent are as powerful, if not more powerful, than nobles of the prominent clans, possessing formidable skills and abilities that make crossing them a grave mistake. Their strength and the pervasive nature of crime in urban environments are the primary reasons they have been allowed to exist.

The monarchs of the clans have come to a tacit understanding with the Black Market. Recognizing the impossibility of eradicating crime entirely, they have allowed the organization to operate under strict, albeit unspoken, conditions. These conditions include avoiding actions that would destabilize the clans or harm the common populace excessively.

This uneasy alliance benefits both parties. The Black Market thrives under a veil of semi-legitimacy, while the monarchs maintain a degree of control over the criminal activities within their domains. Occasionally, monarchs might even use the Black Market's services for covert operations or to eliminate political rivals discreetly.

Controlling the Criminal Underworld

Fear and reach is the cornerstone of the Black Market's power. Tales of the Nine Heads' ruthlessness and efficiency are whispered in hushed tones, serving as both a deterrent to would-be challengers and a means of maintaining order within their ranks. The organization's enforcement branches, known as the Serpent's Fang, consists of elite enforcers trained to carry out the heads' orders without question. These enforcers are the living embodiment of the Black Market's lethal reputation, ensuring that no betrayal goes unpunished.
