Well keep it on the down-low, but the dark web is where characters can post illegal bounties, quests, and other such similar items. It's not monitored by any form of authority due to the constantly shifting ways to enter and almost anything illegal can be posted there and will occur there. It can be used as a chat source or even a place to set up meets.

Anyhow you want. The chat is not heavily moderated or monitored at all, as long as the post doesn't go against the server rules, you are permitted to do anything you wish in the channel within the realm of roleplay.
